Gregory is a Vice President at Moody’s Ratings, where he covers a broad and complex portfolio of municipal credits, with particular expertise in distressed and transitional credits across the K-12 and municipal utility sectors. He chairs Moody’s Ratings Public, Project, and Infrastructure Finance (PPIF) Digital Economy Task Force, which equips analysts and the market with timely, actionable insights on cybersecurity, artificial intelligence (AI), and digital finance.
Gregory has authored influential research on emerging risks and opportunities in US public finance, including state and municipal digital asset adoption, collateral mobility, and digital convergence. His work also covers artificial intelligence in government operations and the role of cybersecurity as a gating factor for digital transformation. He is a frequent speaker and moderator at industry conferences and a host of Moody's Credit Currents video podcast.
Gregory holds a Master of Arts in Economics from University at Buffalo, the State University of New York, where he also completed his undergraduate studies.
