Vinay Dayal is currently the Director of Finance and Treasury at the Long Island Power Authority. Previously, Vinay had a 25+ year career at NY Metropolitan Transportation Authority (MTA). He served as Director of Treasury, from 2008 to 2015. Cash flows under his management were over $20 billion per annum. Investments under his supervision were greater than $5 billion. As Director of Treasury, he managed through an organizational cash crisis in 2009. Vinay also served as the Acting Director of Finance at Metropolitan Transportation Authority in early 2008 - at the height of the financial markets crisis when over $2 billion of municipal variable rate securities were restructured well ahead of other issuers.
For five years, Vinay traded commodity and financial futures. Currently, Vinay is a volunteer on Municipal Securities Rulemaking Board’s (MSRB) Technology Advisory Group (TAG). Vinay also volunteers his time with the Large Public Power Council as Chair of the FEMA Reform Subcommittee.
Vinay has 35+ years of finance and management experience. He holds a Master of Business Administration (MBA) degree in Finance and Management from NYU's Leonard N. Stern School of Business. Vinay has also earned the Chartered Financial Analyst (CFA) designation.
